Tile grouping into folders not working

Hi there,
It's been a week since I got the WP 8.1 OTA updates but no matter what I can't group any tiles on the start screen.
Every time I try to place a tile over another to make a folder the background tile just moves off... What am I doing wrong?

That is not a feature of wp8.1 it is a feature of GDR 1 for WP8.1. Some devices have not gotten this yet. You need to be in the developer preview for it and even so some devices like the HTC 8x need a firmware update first before it will work. Nokia devices are all compatible with the preview program installed

I see...so it seems my Lumia 920 is stuck on update .890 for now. Thanks for the info.
