Yes. Today in the morning I was unable to install a 12 MB app. However, I could install the smaller ones. After 1PM evertything came back to normal.

Off Topic: it has become a serious problem now, so many apps are not updating. staying pending...only way is , we have to uninstall those app, then restart the phone, then install...

Usually you don't have to uninstall anything. Just abort the update process, restart your device and let the store check for updates again. I'm not too sure if this is a store issue, as it doesn't seem to affect everyone and the same time (when trying to update the same app).

tried that too... but still stayed on pending...
 
Same for me. I have 16 apps pending in total.
Now what I do is download the app from UCBrowser, move it to my lappy, then again to phone.
And install the app.

You just need to move it to the root directory of either your device or SD card. You can use any file manager app available for WP to do so. That should work just fine.
