I've just updated my Lumia 1020 phone to Lumia Cyan on Rogers Mobile here in Canada. So... it looks like it's finally available. I never went with the preview version so this was a standard Lumia Black to Lumia Cyan update.

I believe only if you do a flash ROM (or something) which changes your phone's identity.

BEWARE: AS I UNDERSTAND IT, THIS SHOULD ONLY BE DONE IF YOU ARE VERY CONFIDENT ABOUT WHAT YOU ARE DOING AND CAN POTENTIALLY RENDER YOUR PHONE USELESS!!

Others will hopefully be able to advise further, but it is not as simple as changing a setting available through the 'settings' options.

No it will not help. Every phone has its own code number which is specified for different country CV or providers and you can not to change this code,

As was mentioned flash rom is way to do it. But it is little bit complicated and sometime result is not what we need.
