I think he means people need to specify whether or not they had the DP or if they were just using stock 8.0 and never used the DP. It's my understanding that the update will come to people at different times depending on whether they got 8.1 by signed up for DP or they are still using stock 8.0 .

Not that I've seen. Nokia's tracker doesn't show anything for the 1320 anywhere, but then again it doesn't show anything for the 1520 either and people are supposedly getting Cyan. Just keep watching this thread for updates, Nokia's tracker isn't up to date.

You still have the Indian ROM, though you have set the region to US. So, you will get the update when it becomes available for Lumia 720 in India.
