Turn by turn navigation with offline maps

Does anyone has idea what app provide turn by turn navigation with voice for windows 8.1 tablet regardless is it Metro or Desktop app?

Nokia HERE Maps it's available for Windows 8.1 and it has turn by turn navigation

I am not sure, I have it on tablet, only finding direction from point A to B, but not turn by turn and voice navigation.

Found it, Automaps with help of Localizer software.

If anyone need offline maps on Windows 8.1 tablets that are come with build in GPS, Maps Pro is updated today and finally brings offline maps.
