I'm having the same problem with Cortana in Canada. No chit chat or ability to add interests.
I'm guessing this will get better (it /is/ a Beta after all), but this seems pretty crippled compared to the US version.
I've tried a few simple commands that you'd expect to work, including various ways of asking her to post to twitter (Gets Bing), read my email (Bing) and of course the old favourite 'Tell me a joke' - yup, she Bings that too!
Hardly the sort of thing I'll be showing off to my iPhone or Android loving friends any time soon! Again, I realise this is just a Beta, but I'd have thought Microsoft would be on a much more accelerated development schedule for this stuff.
I also get the blank screen when I try to add interests to Cortana.
Such Cortana, Very Beta ... er ... Wow?

As AI_2 has just posted Marcus responded to a tweet from him saying that all the services are currently being switched on i would imagine that by tomorrow Cortana will work as she does in the US.
Besides as Tom Warren has discovered she recognises Cockney Rhyming Slang try it and ask her to get a contact on the "Dog and bone"
Yep, she's talking to me now. Asking the usual questions and getting answers.
The usual ones, in an English accent.
I can also add interests manually.
The voice is strange, some of it seems to be acted, some is the generated voice.
I noticed that too, like when I ask it to sing a song it just speaks the words robotically.
Why is Cortana UK a miserable English woman? I think she's depressed.
Man, I'm in Canada and my Cortana is a canuck now. She got all my interests and is showing me news from Toronto or Vancover's newspapers
