Upgraded Lumia 520 to Windows 10 preview and it will not allow me to switch on wifi

When I try to switch wifi on the message comes up "Can't do this at the moment". I have cold rebooted the phone several times but to no avail.

Cold booted, is that just turn off and back on?
have you hard reset? (Settings>System>About>Reset your phone)

Cold boot is a hard reboot as opposed to restarting.
No I have not reset the phone as that would lose everything on the phone... I cannot save settings etc as I have no mobile capabilty and no wifi.
