Upgraded Win 8.1 to Win 10: I can no longer open the Control Panel, what gives?

Windows Central Question

Upgraded Win 8.1 to Win 10

I used Msn account for my Windows user profile, changed to local user profile. Now I can no longer open Control Panel and all items opened through start button+right mouse button.
