So I called and asked again.

This time I'm getting an unofficial answer of "by the end of the week". They indicated that the roll-outs are divided by make and model, which is why some (lumia 928, 822) got it before others (htc 8x). How they are divided and prioritized is some combination of sales, available resources, blood type, credit score, and the weather in Madagascar.
