Wacom driver not installing on Surface Book

[Windows Central Question]

I have followed the advice I found online and the driver seems to be the correct one. It's just that it will not complete the installation as the message claims there is no tablet found.
Do I have to attach a tablet to get the driver to work? Surely not as I want to use the screen obviously.
