Weather on lock screen?

Is there any way to show the weather on the lock screen while still using a photo for the background image? On my Windows Tablet I can do this, but I am unable to figure out if this is possible on Windows Phone. The only option I see is to set my lock screen to the weather app, but when I do that the whole lock screen changes to display the weather, and my photo is no longer showing.

I currently have the San Diego Chargers logo as my lock screen wallpaper. I want to keep this but still have a small weather update or whatever show on the screen. What app allows this?
