Weird hotspot activity

Hi, cant seem to find anything about this by searching, i'm running win8.1 pro on my laptop and must have at some point connected the laptop to the hotspot wifi on my Lumia 1020. however i noticed the just now that even if the function is turned off in the phone it shows up in the WIFI network list on the laptop, and connects to the phone even if i change the password and SSID name, i've used "netsh wlan delete profile SSID" to remove it from the stored profile list. But it still shows up with the new name and somehow circumvents or knows the new password. How does it do this? i'm concerned im going to get an enormous data charge by it accedientally connecting to the phone instead of the home wireless network! how do i prevent this from happening?
