Weird issue

So if I run Maplestory via steam,it loads fine. The problem,once I exit Maplestory my Logitech touch mouse wont work.

I have to unplug the wireless dongle,the reconnect it so it functions again.

Also trying to update to the newest build of Win 10 it doesn't work. It shuts off while installing.
