Welcome screen wheel goes into infinite spinning after a recent update from 1803 to 1809

I can't get into my computer as welcome wheel keeps on spinning infinitely. Sadly,this is occurring after updating win 10(1803) to 1809 version

I can't even roll back to the previous build as windows say it doesn't have the appropriate files to reinstate

If you boot in to Safe Mode, what happens? Can you log in?
