What app can I receive calls from Facebook video call to Windows Phone?

My dad is a seaman, has an internet connectivity but is limited to make VOIP calls because they block the skype but he can make calls using Facebook Video Call.

I am a Lumia 1020 User. What app can I receive calls from Facebook video call to Windows Phone?

I think Viber can make video calls but i'm not sure.

Just tried the Viber and theres no Facebook Video Calling feature.

Not yet but ill gonna try if it can use or connect to Facebook Video Calling

Well, thats a bit lame for them not to add the Video Calling feature to Facebook. I mean come on Skype supposed to be supporting it.
