what does a lighting bolt and a gear symbol mean on a windows phone?

I was trying to reset my windows phone so i held the power and volume down button for 15 seconds till i felt a vibration. Then i held the volume down button for a few seconds and i was supposed to see a large exclamtion mark. I didnt see anything so i just continued the steps. I pressed the volume up,volume down, power, and the volume down button again which was supposed to make my phone reset itself but instead it showed a lighting bolt and a gear symbol for about an hour.

I saw this somewhere but I can't remember , did you charge your phone ?

During your attempt to reset something went wrong so try the hard reset again.
