what i f i don't want the thief, who stole my phone, to use my phone at all?

I'm annoyed by the fact that thief, who just stole my phone, can use the phone and make it his own, just by resetting it even though i remotely locked my phone... This gives thieves an open hand to do whatever they want.
Can't this be like the Apple's Iphone, which can't be used even after hard restting it?
I can't find it anywhere, that microsoft will prevent the phone from ever using it by the thief.

In newer windows phone a similar "anti thief lock" will be implemented.
The only thing you can do now is to inform your carrier or the police to block the IMEI number so it can not be used anymore as a phone.
