RTM is not really a version. It is all versions. Rather say, RTM is a milestone. RTM stands for Release To Manufacturers. Once an RTM happens, then OEMs may load it on machines for retail under their Licensing Agreements with Microsoft.

To add to what RumoredNow has stated. RTM's in the past used to be locked feature wise and basically what you saw was what you get. other then some bug fixes or patches. Since Microsoft has gone to the new model RTM really doesn't hold the same meaning as it used to. As he stated build 10240 will be the build that is installed on oem systems but windows 10 will continue to evolve. so as Gabe would say, keep sending in that feedback.
