What post processing programs to use on Nokia 1020 pics via desktop/laptop

Will like to check what are the photo-editing programs (free to download from the net) that you will recommend if you will like to do some post-processing of the full size image at 38MP via desktop/laptop.

How far are your going to adjust the pictures? pro or auto touch?

This does bring up an interesting point regarding what to do with our photos once they have been taken with the L1020. Is it best just to use the phone editing apps or is it really worth it to use file explorer and move the high res file to a laptop or surface to edit? I'm still experimenting it the best work flow to use... I think I've come to the conclusion that unless I that super special 1 out of 1000 picture, I cannot find a good use case for the editing the High Res file....

Paint.net is a great free program. There is a community who keeps making plugins and new effects. Its like budget PhotoShop photoshop.
