I noticed this on 14393.103 and on 14393.105

When my data is on, whatsapp still gets messages even if the app is off, I can see the live tile updating. I have kept whatsapp off in the background but the messages still come in. I have only seen this behaviour when I'm charging my phone.

Is this is a bug? It does look like an annoying bug or is it the new behaviour? I don't want messages coming in when I've not opened the app

So the app has been set to not run in the background?

That's how Whatsapp works.

And the reason, why I deleted it years ago on my Symbian phone.

well, the current popular messaging platform is whatsapp and it is pretty convenient and easy to use - so I'll keep using

That's not how whatsapp works.
Symbian didn't even have push notifications support so whatsapp was working with a workaround back then.

charging overrides battery saver, might have something to do with that
