Where do we stand on blank quotes?

Saw a thread where someone quoted another post but didn't add anything new. Couldn't find anything in the rules regarding this.
 
I always thought it was either a technical glitch where the comment did not come through or it is a way on internet to simply nod in agreement to something someone said.
 
I always thought +1 was considered a nod. Could be a glitch, but then wouldn't they repost when they saw it didn't take? Asked because I was on another forum where some members did it just to aggravate the mods and other posters.
 
I've usually noticed the blank quotes from new members. It's been that way ever since I've been on these forums. I chalked it up to people who were novices to forums and didn't know how to properly reply with quote.
 
Works for me. The one I noticed was a new post needing approval.

I remember having difficulty replying with quotes when I first used forums back around 2005. I wasn't a novice to forums when I joined Crackberry almost 4 years ago, but I do remember having trouble with replying with quote and inserting links on the first forum I used.

I see +1 as a vocal support "Me too" or "Yeah man, I agree!" vs blank quote is no words just a nod ;)
 
If its a new poster and in moderation just delete it as a mistake. If its a long time contributer like HeyCori just give him an infraction... JK

If it's a long time member they are just agreeing I would let it go. The exception would be if someone is doing this over and over in different locations to increase their post count.
