Why am I getting the message Windows can't stop your 'Lunia 530 (RM-1017)' device..?

Windows can't stop your 'Lunia 530 (RM-1017)' device...

I'm trying to disconnect my Lumia 530 from my Win 8.1 PC and being told that Windows can't stop the device. I can't think that any program currently running on the PC is using the device.

Are you trying to disconnect it like a USB drive? Right click Remove Drive?

You don't need to worry about that. It's not a USB drive so you don't have to do that.
