Licensing schemes seems to be a turn off for most developers and it is a bit difficult to publish apps as compared to Apple's App Store and Google Play.
Windows Phone needs to conquer more markets. They still haven't captured the Japanese and South Korean market, though they attempted once and they are still stuck to WP 7.8 with Toshiba IS12T (KDDI) and Lumia 710 (olleh) respectively.
Here in the Philippines, WP is still a niche platform though it is starting to get popular and government agencies are also developing apps for the platform aside from iOS and Android.
