Contacts not syncing between Outlook desktop and Outlook.com
I've added contacts to my desktop Outlook client that aren't syncing to my Outlook.com web client, and therefore not to my phone. I'm using my primary hotmail.com account. It worked well at one point but has stopped - could it be Windows 8.1?
