Speech commands no longer working

I recently tried WP10 on my Lumia 830, found it a bit buggy, and reloaded 8.1. I updated it to GDR2, but now my speech commands don't work any more. Holding the search button brings up the 'listening' screen, but Cortana doesn't hear me, or respond to any commands. Any thoughts? I looked online, the suggestion was to go into settings, Speech, and check the enable speech commands. I don't have an 'enable speech commands' listed under Speech.

Check if voice language for English is downloaded. Set everything to US (region, speech and keyboard), soft reset and try again..

If that still doesn't work then you might want to consider deactivating cortana and hard resetting the phone
