Why can't I buy apps? (With 8.1 Windows Phone Store)

So, I own a Nokia Lumia 625, and haven't been able to buy any apps. I can get free ones, just ones that cost money are a problem. I'm using Wifi, (fast Wifi if I do say so myself) and I'm using money from my phone balance. Please help, thanks! *EDIT* I've also checked "My Family" and there is no reason why I shouldn't be allowed to pay for apps. Again, thanks.

A pop up comes up saying; "Can't connect.

We're having trouble connecting to the Store at the moment. Try again in a little while." With the option to close.

Check with your mobile operator maybe? There may be a restriction on your line to purchase apps, music, etc.

It seems that they don't explicitly say they have built-in restrictions, nor does it say how to get rid of them. They just give me links to the Store "Games and Apps" page on the Windows website.
