Why can't I receive MMS to my Blue WIN HD LTE phone?

When I receive an MMS it says "Get media content now (x KB)" and when I click it says "Getting media content....(x KB)" then goes back to "Get media content now (x KB)".

Do you have cellular data on and working?

Settings > cellular + SIM > SIM settings > edit MMS APN
