Why can't I silence notifications?

Cannot silence notifications

Does anyone else have any issues of silencing notifications or calls? In the previous versions one would be able to press on the volume rocker and it will silence the ringtone/tones/Cortana. Just noticed it today while I was in a meeting. Could not silence the notification while pressing the volume rocker/power button, and the volume would not budge. Quite Embarrassing.

DAMN Cortana/Microsoft for removing the option to automatically set to quiet hours based on your calendar!!!
