Why can't my Lumia 735 with Windows 10 Mobile choose best lighting with rich capture?

I use Lumia 735 with windows mobile 10 And My Lumia 735 Have Magic wand icon when I turn it on and capture it I see my photo in camera roll but it doesn't have option choose the best lighting so I cannot edit rich capture I have already tried reset And I doesn't work too

I have the same problem after updating to official W10M on my Lumia 640. In both .107 and .164 version.
