Why do I only download 1MB per second?

I paid for a really fast internet with Ping of 138ms, download of 48.35 Mbps, and upload of 19.43 Mbps.. My main problem is when I am trying to download files from the internet, all of a sudden my file says "Failed, network error" and when I try to press resume, it doesn't start again... This computer is brand new so that's not the problem, but I spent 6 hours downloading a file (35GB) and half way, it says "Failed, network error" .... I tried on several browsing websites (Microsoft Edge, Google Chrome, Firefox, and Internet Explorer)

I honestly think the issue is upstream so i would try to restart networking equipment (if you have access), see if other devices have the same problem, maybe even contact your ISP's tech support.
