Why does my IOGEAR USB Bluetooth Device not transfer to a paired BT device though it says connected?

Why does my IOGEAR USB Bluetooth Device not transfer to a paired BT device though it says connected

My BT USB device was working great in W7. After converting sound stays on computer and does not transfer to BT device though "connected" is displayed. After taken all devices out and re-discovered and "re-paired" them and problem is not solved. Only way device works is to "connect" then re-boot computer and sound will then work on the device.
