Why does my phone keep defaulting to Dutch and lose the downloaded English each time it restarts?

I am running build 15053 of WM10 on a Lumia 1520 in the Netherlands. No matter how often I select English as the language or UK as the region, the phone goes back to Dutch at each scheduled update. Sometimes with a mix of both Dutch and English.
