Why does my phone keep on restarting, can install the update 10581 but I can't access it. Why?

why my phone keep on restarting can install the update 10581 i cant access it please help.

after I download the update preview of 10581 then I restart then the installing icon appears then followed by this emoticons :-( then it restart again the installation keep interupt. I cant access my phone please help me please sir maam.
