Why doesn't Cortana open Win Edge when I ask her to search?

My Windows cell phone will automatically open the Edge browser when I ask Cortana a question. But my HP desktop with Windows 10- Edge -Cortana will not respond. I click on what she offers to see nothing pop open. I already have Cortana enabled in the Edge settings. This might have started after I disabled Explorer 11

I had the same problem with my Surface 3.
Cortana used IE11
I had to refresh Windows 10
