Why don't I have Cortana on my Lumia 1020?

My Lumia 1020 currently running on wp8.1 OS version 8.10.1239.. Out of the box. It doesn't show Cortana in app settings. I tried updating my phone to is version 8.10.142.. but it shows no updates . I even tried updating by installing Preview for developers' , nd phone can't find any updates. Is there any way I can get Cortana or will there be any further updates from Microsoft. I'm from India and I tried everything by changing region ,language ,keyboard to united states, still no use.

If your L1020 is running Windows Phone 8.1, then setting the phone region to United States should give you Cortana. After your phone restarts, you should see Cortana in the App List. Note that if you change your region back to a non-US country*, you will not be able to use Cortana again.

*- I have not been tracking which countries are now supporting Cortana, but I think the UK is already supported.
