Why I cannot move my tiles at the start bar and customize my apps?

Strangely, I cannot move my apps and I cannot unpin them at start. When you press right click it only says Open file location and for some app it has an Turn off tile button only. I can only pin my apps to the task bar. You cant remove the uninstalled apps at the Start bar.
