Why is App User Data saved in the phone's memory in spite of uninstalling it?

I installed TuneIn Radio some time last year and soon deleted it. At the time, Windows Phone's standard message stating 'All user and app data will be deleted upon installation' flashed across the screen.

When I reinstalled it this time around, all my data from the previous installation reappeared.

How does one ensure that any user data is not saved upon installation?

Your user data was probably stored in the cloud as part of a backup and not locally on the phone.
