Why is it so hard to get "Universal Search" in Windows Phones?

I read about it some time ago: "what a wonderful thing....but it's not available in Windows Phone 7.5...". So much time has passed, and "UNIVERSAL SEARCH" hasn't still been included in (yes! so much time already. Too much, indeed) Windows 10 Mobile. Why?

Because Apple won't let them? I'm guessing since Apple has the patent on universal search, and successfully sued Samsung to stop them from using it, perhaps the same for MS.

Universal search as to search web, phone, contact, sd card and so on?
I thought that was blackberry that hold the patent?
