Why is MSFT making it so difficult here in the USA to buy a 950XL?

I've been interested in the 950XL ever since it was rumored. Now with the office announcement of it coming next month it looks like the only place to buy it here in the USA is the Microsoft Store. Initially AT&T will be the only carrier to sell the 950, but not the 950XL. What are they thinking? If they really care about selling these devices and making an impact in the market every carrier should have access and MSFT should do whatever they can to get them to sell them. It makes me think they aren't serious and of they don't expect it to sell very good because of the reported Surface phone.

If the Surface phone will be coming early next year I'll wait to see it before buying the 950 or 950XL.
 
I hope all phones would be available online at Microsoft store website and/or amazon but we will see.

Elop is gone but obviously his spirit refuses to leave. Microsoft needs an exorcist.
 
I still feel like Microsoft share offer some kind of device financing program bundled with their insurance so more people can afford to buy the phones unlocked. Samsung and Apple are doing this Microsoft needs to do this for more sales.
 
They are also making it harder by not allowing online pre-orders. With no MS store near me, I want to pay now and have it shipped once in stock.
