Why isn't my Lumia 520 Windows 8.1 phone resetting?

My lumia 520 windows 8.1 phone is not resetting !!!

Hello,
I have a Lumia 520 Windows 8.1 phone. I am facing some software issues like the apps in the phone are not opening when i open an app it returns back to the start screen. It is happening for phone dialer to whatsapp and all other apps like Windows store and camera. Also the phone keeps restarting itself and whenever it restarts it switch ons the mobile data and evrytime some 5 mb data is consumed. Also I always see a whatsapp notification of a day earlier which i have already seen. I have tried resetting the phone both from the settings menu and the combination of keys but it is not working, the phone does not reset. Please help me on this.

Download windows devices recovery tool, connect phone and follow the on-screen commands
