Why isn't my Lumia 720 starting up or stuck with power and setting logo on black screen?

lumia 720 is not starting up or stuck with "power and setting" logo on black screen

I casually switched off my lumia and now its not starting up. while starting its vibrating and displaying "nokia" (as usual). but always there is a black screen with Power( or Lightning symbol ) and setting icons 2706. its been 2 days.. plzz need assistance

And yes of-course i already tried soft reset

There's always the option of a hard reset or using the Lumia Recovery tool. You'd lose all your data, though.
