Why isn't my mobile data connecting on my Lumia 520 neither on Win 10 nor on 8.1?

mobile data is not connecting on my lumia 520 neither on win 10 nor on 8.1

after updating to windows 10 build 10586.107 my mobile data stopped working, it doesnt connect anymore , and even after a rollback to 8.1 it is the same . though i tested the sim on other phones , it works smooth. i tried changing the apn as suggested by cutomer care but no use. no sim is giving mobile data on my lumia now
