Why won't Cortana turn on :( L930?

Cortana won't turn on L930

Hello everyone. I can't seem to get Cortana to turn on! I'm in Spain, but I speak English natively and I'm here for work. So my phone is in:
Region: Spain, formatting English from the USA.
Language: English USA
Keyboards (2): English and Spanish

I have NO IDEA why Cortana isn't working!

That's so not fair! I'll have to have my phone in Spanish and all the menus in Spanish just to be able to use Cortana in Spanish? That doesn't seem right.... I want to use it in English. Does that mean I have to fudge around with the settings and make it look like I'm in the USA?

Yes or the UK.

About the "that doesn't seem right.
I understand your position but it's intended for "locals". In the future it may be possible to use a different languages.

If I want to use Cortana I also have to change my region and speak English because in the Netherlands we do not have Cortana at all.
