Why won't my Nokia Lumia let me access apps?

nokia lumia wont let me acsess apps

when i click on apps they bounce and wont load the app, its done it before, i sent into ee they hard reset the phone which the problem came back

dumb question, but have you performed a soft reset?

(hold power + volume down until phone vibrates)
