whyis the video zoomed in?

when watching videos on youtube, Twitch or the BBC website the video is zoomed in and I cannot find any way to get the picture back to normal view, all thumbnails and writing is at correct size. currently using a HP Pavilion laptop and Windows 10

Thanks, but this is not the issue I am having, the display and everything else is ok, it is just video that is being played that is zoomed in, even the video playback in the settings is zoomed in but there is no obvious way to zoom out or reset to correct view
