Wi-Fi quick setting not perfect?

Hi,
I'm not sure it's normal but when my Wi-Fi is on and I press the action center in order to turn it off, it takes me to Wi-Fi settings, where I can disable it manually.

I thought it should just turn it off from the shortcut press. Or is it meant to work like this?

That maybe a minor bug. Tha'ts how it is for me also. but i just tell Cortana to do it for me.
