So is this dependent on your contacts having Windows devices also, or could they be any type of device as in iPad, Android tablet, etc.?

Wi-Fi sense is on by default (so you can receive), but you must OPT-IN your network, so don't panic just yet. Are Technica has a very good write up on this topic as how it is scaremonger-bait.
