Will 7.8 fix the MMS issues?

Not sure if this has been covered, but will MS finally address the configuration issues, or lack-there-of to be exact? I always buy phones and have them unlocked, and the lack of setup is driving me crazy.

Just a new start screen and 10 new colours for tiles as far as we know.
