Or does WP8 allow Nokia and MS to completely by pass the carrier and push updates directly to the phone like Apple does with the iPhone?

Here is the difference. The carriers will push out the official updates but if you are willing to sign an agreement with Microsoft (assume email login here or something simple like that) you can receive updates when they are released affectively bypassing the carriers.

Why doesn't Google do this? I'm sure 99% of people would sign anything immediately to bypass carriers.
