Win 10 screen saver will not start. What is wrong with it and can I fix this problem?

Windows Central Question

Have adjusted the time and sleep, hibernate, shutdown, power settings. None of this works. Screen Saver will not start. Help, SOS

Any assistance will be highly appreciated.
